". Since ratification of the Amsterdam Treaty and entry into force of Article 255 of the Treaty establishing the European Community (TEC), transparency has become a fundamental principle of the European Union, the primary aim of which is to strengthen the democratic nature of the European institutions. This report calls on the Commission to create a legislative proposal on the right of access to European Parliament, Council and Commission documents. Through this proposal, the report seeks to adhere to the principle of subsidiarity, the fundamental rights of citizens, the case-law of the European Court of Human Rights, particularly on Article 8, and Articles 7 and 8 of the Charter of Fundamental Rights. I am fully supportive of this report as I believe the EU not only has an obligation to be as open and transparent as possible to its citizens; it also has to take a leading role in setting an example to governments and parliaments of Member States as well as to those of accession and candidate countries."@en1
