I particularly welcome reference to the need for the Commission to submit a legislative proposal on ‘the right of access to European Parliament, Council and Commission documents, and general principles and limits on grounds of public or private interest governing this right of access’. This proposal must be prepared in interinstitutional debates and must follow detailed recommendations. We also share the view that the new rules on access to documents should be implemented only after the amended regulation has entered into force, without any retroactive effects."@en1
