"Several European Union Member States have recently been hit by severe flooding. Thousands of people in the Czech Republic, Germany, Hungary and Austria are fighting heroically against the floods which threaten their homes, possessions and farms. There were over 100 larger floods in Europe between 1998 and 2004. The floods we experienced last year and this year have confirmed the necessity of joint action at European level. In January 2006, the European Commission proposed a directive for flood management in Europe. The aim of the directive is to mitigate the risks and effects of floods, and to boost joint action. It is a European priority to adopt the directive as soon as possible, and to act jointly to protect ourselves from floods. I ask President Borrell and urge the Council to take steps as soon as possible in order to develop a single European flood defence system."@en1
