"Mr President, allow me to congratulate Mr Trakatellis on his willingness to cooperate. The Community action plan in the field of health is an important text, in that it aims to safeguard effective prevention, improved health services and a better quality of life for everyone, something that is our primary political objective. The basic priority of the programme is to combat inequalities in health by strengthening existing networks in the field of public health. As far as people with disabilities are concerned, we need to take account of the fact that a disability is not an illness or an inability; it is a different state of health that needs to be taken into account when processing and applying all Community policies and programmes. It is hugely important to develop strategies and exchange best practices in the aim of promoting the health of people with disabilities and providing reliable information in forms accessible to the disabled, who are one of the target groups of the programme. We also need to safeguard equal access to the corresponding medical and pharmaceutical systems. Another basic priority is to safeguard the added value of Community actions in relation to national actions for health, in order to strengthen transnational cooperation in innovative sectors, such as telematics in medicine. For people with disabilities, these actions can forge new paths which will allow them to seek improved quality of life and timely and suitable access to health services while, at the same time, they will help to rationalise spending in the field of health."@en1
