I voted in favour of the joint motion for a resolution on the Fourth World Water Forum to be held in Mexico City from 16 to 22 March 2006 because I believe that water is one of the key elements of our fellow citizens’ well being and of world peace. The European Union must rise to this global challenge, which consists of giving human beings access to this precious natural resource that is water. We have a collective responsibility to monitor this issue, which affects the fundamental rights of human beings, animals and plants. At the same time, I wonder whether the time has not come to examine whether the Union should reflect on an extensive European water policy in order to guarantee EU citizens, wherever they find themselves on EU territory, a sustainable and renewable supply of sufficient quality and quantity. I believe that the Commission should anticipate submitting to the European Parliament and the European Council the report provided for in Article 18(1) of Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community action in the field of water policy."@en1
