I believe that what Mr Posselt and Mrs Pack have proposed is entirely justified. If the Commissioner responsible is not here to deal with the main issues of the informal Council of Foreign Affairs Ministers, let us debate Mr Brok’s report and then we can deal with this item when the Commissioner responsible comes, because it is not acceptable for subjects to be distributed without hearing the opinion of the Members."@en1
