"Mr President, I should like to make three points. Firstly, I wish to express my sincere congratulations to the rapporteur, Mrs Gräßle, who has done a tremendous job, a great job. We can only congratulate her on this achievement. Secondly, if there is any point to this work, then surely it is that it represents an attempt to improve the efficiency of the administration of our programmes and our funds. This also means, however, that the Commission’s work should be increasingly judged by its efficiency in future. The significance of this to future discharge procedures in this House is that we shall have to change our methods and start to move away from a know-it-all attitude towards the application of more efficient standards. Thirdly, as a Member coming from a small Alpine region, I expect the Commission – including in the context of the oft-heralded transparency initiatives – to provide information on the average size of the companies participating in the European programmes, the average size of the small or medium-sized enterprises benefiting from European funds, for example, and the length of time, in the final reckoning, for which an enterprise has to provide pre-financing in order to receive European funds. That, too, is very important as regards the future assessment of the Commission’s work and of the implementation of European programmes."@en1
