"Mr President, wholesale arrests of opposition activists have taken place in Belarus in the last few days. The European Union cannot stand idly by whilst the fundamental rights underpinning all civilised societies are infringed. I appeal to the European Commission to take immediate action and to draw up a black list of the Belarusian and the list should be as long as possible. All members of the dictator Lukashenko’s immediate entourage must be banned from entering the European Union. Such a ban should apply to those responsible for the decision to use force and for directing the activities of the internal security forces. It should also apply, however, to circles involved with media propaganda. Imposing visa sanctions on these persons will be an effective method of weakening the position of the Belarusian Government, whilst avoiding a negative impact on Belarusian society as a whole. It will also send out a clear signal to the opposition that their western neighbours are not indifferent to their situation. The individuals responsible for the latest wave of arrests must be punished. Publicising the intention to draw up the black list I described may well save the lives of many people and protect them against repression. A preventive measure of this nature will prove that Europeans do speak with one voice and are indeed united in the defence of fundamental human rights."@en1
