"Thank you, Commissioner. I am talking about the fact that the collateral damage from the effects of the reform of the sugar regime has been felt by the 18 protocol countries. You say that they had EUR 40 million between 18 countries. Three commissioners – you, Mr Mandelson and the President of the Commission – pledged EUR 190 million to the ACP countries. I am now following that very closely. We can see no place in the budget for that money; we can see no likelihood of anything like the amount you promised to them being included in the budget. However hard this Parliament tries, it is very difficult in terms of the budgetary allocation that we have to make sure that we ring-fence the kind of money that we need. Will you, Commissioner, urge the Council to agree that we should ring-fence the money in any unallocated money that we may find under Heading IV? Will you make it your business to protect the ACP sugar-producing countries at this time, when they are feeling so vulnerable?"@en1
