". I confirm that we are unquestionably committed to bringing the European Union closer to its citizens. We will act in relation to the services directive in the same way as in all codecision procedures – there are very clear rules – which means that at the beginning and end of the procedure there is an open debate. Whether there is any readiness on the part of Member States to go beyond what is in the rules is something that I cannot answer at this stage, but we will certainly abide by the rules, as far as the services directive is concerned. The rules already open up certain segments of the procedure to the public, and that would apply to the services directive as it would to any other. The results of the vote, the explanations of vote, the statements entered in the minutes, are all made public. I agree with the honourable Member that we are not as far on as we would like to be. The process was set in motion by the December agreement. The Austrian Presidency is now in the process of implementing it, and is trying to go beyond that – together with our Finnish friends, because it will be a long process. We are trying to make the rules more transparent, but it will take a certain time."@en1
