"Mr President, I said this morning how shocking it was that we were trying to give the world lessons on human rights when the European Union cheerfully violates them, particularly when it comes to freedom of expression, on its own territory. However, there are other reasons to oppose Mr Agnoletto's report. It makes reference to Article 60 of the Vienna Convention, in particular the non-execution clause that allows us to ignore the requirements of a treaty on the basis that the other party has not fulfilled its obligations. The only problem with that is that the European Union is the sole arbiter of this circumstance, which seems to me to be a totally abusive interpretation. We should at least have an arbitration system, otherwise this condition is, in reality, a potestative clause that enables us to escape from our obligations as we please or, conversely, to stick to them when it comes to powerful states from which there may be reprisals. That is not acceptable."@en1
