"Mr President, about two weeks ago an 11-year-old girl collapsed in her classroom in a school in the UK. She was later found to have taken heroin by inhalation. It was reported that she had been taking drugs for a number of months. That is not a unique case: thousands of children in Europe are thought to be taking drugs and there is growing evidence that paediatric substance abuse is increasing rapidly. Children are very vulnerable and drug addiction in schools can, if allowed to proceed unchecked, soon reach epidemic proportions. Many of us believe that the situation is already becoming extremely worrying. Therefore, Mr President, knowing your – and most colleagues’ – sensitivities on the subject, I respectfully call upon you to request from the Commission and the Council a statement on the current situation regarding drug addiction among children and the possible need for an urgent review of the strategy as to how best to deal with this alarming problem."@en1
