"I feel that this has been a most worthwhile debate in the context of the EU’s budgetary control procedures. The key issue at stake here is legislative clarification. . These regulations have remained unchanged since the beginning of the current financial programming framework. In this context, the main priority, in my view, is to ensure that the Member States comply with the regulations and that the Commission monitors that compliance. Anything else will only lead to a lack of clarity as regards responsibilities.
I should therefore like to call on both institutions to clarify the level of compliance with Community regulations as regards these

audits, so that we can be properly informed when we take action.
I should lastly like to say a few words about information on who has received Community funds. I made this request in a report that I drew up a number of years ago and am pleased that Mr Kallas has followed this initiative.
