The draft constitution was just not the way forward for Europe, so attempts to rehabilitate it are not welcomed. I would be the first to say that the EU needs a new way of working, and indeed a new constitution, but not the flawed text so comprehensively rejected by the voters of the Netherlands and France. We need to take the EU back to first principles and establish what it is for, where it adds value and where indeed it does not. Across the EU, the institutions and practices of the EU find little favour in the eyes of our electorate, and we cannot blame them, we must alter our ways of working. If the EU did not exist we would need to invent one, but not under the draft constitution and not in its current form."@en1
