"Thank you, Mr Tannock, for an excellent report dealing with the relations of the European Union with its neighbours and the creation of a ring of friends around the European Union. In helping our neighbours we are, in fact, helping ourselves. The ring comprises countries that do not aspire to EU membership but are keen on close cooperation with the EU, as well as other countries that would like to become members but are as yet unable to meet the criteria for becoming candidate countries. It is commendable that association agreements and action plans have been signed with these countries, and that these countries are committed to taking all the necessary steps to participate in the EU’s internal market and are harmonising their legislation with that of the EU. As we review the implementation of these agreements several years on, it appears that some of the goals were ambitious but not realistic. The EU is offering substantial financial assistance to the countries covered by the neighbourhood policy. It is, however, necessary to oversee compliance with other important provisions of the agreements, dealing with respect for human rights. The violation of these provisions can lead to the suspension or cessation of financial assistance. It seems that these provisions exist only on paper and that the countries in question continue to receive financial assistance in spite of blatant human rights violations. I therefore urge the improvement of compliance monitoring in this field."@en1
