"Mr President, eight months after the rejection of the text of the Constitutional Treaty in the referenda held in France and the Netherlands, we are still in an interminable period of reflection on how to word it. It is time we got to work. What is this work? In my opinion, it is not analysing ourselves in interminable discussions about the precise definition of the new social state, EU financing and so on. If we believe that we shall find common ground between us on all these questions as a precondition to trying the Constitution again, I believe that we shall never have a European constitution. On the contrary, in my opinion there should only be one final objective to this period of reflection. Irrespective of each person's political convictions, we need to persuade ourselves that, for all these major European wagers, we can, as Europeans, address them better jointly than separately. This is perhaps also the most important context which is missing for any text if it is to be acceptable to everyone."@en1
