". The purpose of this explanation of vote is to say that I share Parliament’s satisfaction, in broad terms, with the process of democratisation in recent years. Long gone are the days of the Taliban regime, with its horrific abuses and its breaches of the most basic rules and principles of human rights. Much remains to be done, but today’s Afghanistan is, most assuredly, a better place than it has been for a number of decades. This expression of satisfaction must not cover over two points. On the one hand, as previous speakers have mentioned, there is a great deal still to be done at various levels in Afghanistan. On the other hand, the international community, and not least the EU and its Member States, must continue to provide practical support, both material and human, aware as we are that this is a time-consuming, yet, as we have seen, encouraging process."@en1
