The public are only too aware that the process leading to the adoption of the financial perspective in December was a complex one, which was indicative of just how difficult these negotiations can be, in particular in the circumstances in which they take place today. As I have previously stated, the final outcome of the December summit, although it fell short of what was required and of what I had been seeking, is broadly positive and favourable to European and Portuguese interests. I therefore feel it is legitimate to seek to improve upon this agreement, whilst making sure that there is no danger that we will lose the consensus that we reached.
