The prime concern of all joint decision-makers is to act responsibly. The public are only too aware that the process leading to the adoption of the financial perspective in December was a complex one, which was indicative of just how difficult these negotiations can be, in particular in the circumstances in which they take place today.
As I have previously stated, the final outcome of the December summit, although it fell short of what was required and of what I had been seeking, is broadly positive and favourable to European and Portuguese interests. I therefore feel it is legitimate to seek to improve upon this agreement, whilst making sure that there is no danger that we will lose the consensus that we reached. The stakes are too high for the main concern to be in the context of the institutional balance."@en1
