"The Austrian Presidency is beginning its term of office at a particularly critical time in the life of the EU, and with a number of important tasks pending, such as negotiations with Parliament on the financial perspective to ensure that it addresses the need for solidarity and economic and social cohesion; the rejection of proposals for directives on the liberalisation of ports, and of the notorious Bolkestein Directive on the creation of the internal market for services, which will undermine the rights of workers, consumers and service users; and a clear decision to reject the so-called European Constitution in light of the results of the French and Dutch referendums. There also needs to be a sea change in monetarist policies and macro-economic priorities if we are to address the socio-economic problems faced by a number of countries. Such a change will involve scrapping the Stability and Growth Pact and replacing it with a proper Social Progress and Development Pact, which will promote public investment, the fight against unemployment and inequality and the redistribution of income. Statements made by the Presidency have fallen well short of addressing all of these issues. This is nothing new, given the positions of previous presidencies, although we do welcome their words on being open to dialogue. This is not much, though."@en1
