"Madam President, Commissioner, the sugar reform, as it is currently before us, will be pernicious to poor developing countries and ACP countries that are now losing their access to the market or are given lower prices for their products. As far as I am concerned, every agricultural reform that harms developing countries is a bad one. This reform also deals a lethal blow to the incomes of thousands of farmers and workers in the sugar industry, and the absence of a proper social plan to mitigate it turns this into a worthless exercise. Finally, this reform does not benefit the European taxpayer in any way because it is budget-neutral. Given these three considerations, we can sum this reform up as a disaster. There is no question that the European sugar policy should be reformed, but not in a way from which only major food producers benefit."@en1
