This report deals with citizenship, a very controversial subject, and I would generally be of the view that such matters should be purely matters for Member States, and that any EU rights flow from Member State citizenship. However, this report, which is non-binding, attempts to explore ways in which each Member State can be encouraged to raise standards of equity and fairness, as there are instances of EU countries treating minorities poorly. The eventual rejection of this report does I think reflect a mature decision on the part of Parliament, much as I still believe that these issues need to be examined and will return to the house before long."@en1
