"Mr President, the notion of EU citizenship is really a synthetic concoction; it is not a natural product. Citizenship belongs to nation states. It is not something to be purloined by the EU in its desperate scramble for internal and external credibility, made more desperate by the humiliating rejection of the unwanted Constitution. What is being promoted here is a phoney and empty contrivance, designed to bring statehood to Europe. The proposal reaches its most ludicrous and unacceptable point when it embraces the progressive financing of the EU by direct taxation. If the proponents of EU citizenship think they will make the EU more loved and more wanted by promoting direct Brussels taxation, then I have to say that, happily, they are more out of touch with the citizens than I ever thought they were. Foolish reports like this do more to assist euroscepticism than anything else I can think of. Therefore, on that score, I suppose I should say: let us have more of them!"@en1
