I would, however, refute the allegation that no action has been taken on the general issue of child welfare. Over the past few years, the European Union institutions, working with Member States, have made significant progress on children’s rights. The European Union Charter of Fundamental Rights (2000) explicitly recognises the rights of children as fundamental to European values. Article 24 of the Charter is based on the United Nations Convention on the Rights of the Child (1989), which has been ratified by all Member States of the European Union."@en1
