". Let me reply, firstly, by saying that the spirit of the honourable Member's question suggested that the process of Treaty change could be easy or quick. I have to say that one needs only to reflect – during this period of reflection – on the fate of the draft Constitutional Treaty in the hands of the voters of France and the Netherlands to call that assertion somewhat into question. I certainly take seriously the question of energy efficiency and there have been various steps taken by the European Union – commendably – in that regard. However, again, if this is a matter which is of concern to the honourable Member, I would suggest that, given the very heavy programme that we face in the next couple of days in relation to future financing, it might be an issue better directed towards our successors."@en1
