"Madam President, Commissioner, in the light of Mr Hatzidakis’s proposals, I would like, if I may be so bold, to use a well-known phrase that you may remember: ‘Fear not’. Fear not, Commissioner. Do you believe that, in these financially difficult times, there are governments with sufficient resources to distribute funds generously among all the regions? Do you believe that there are governments crazy enough to allocate money to the regions, in the knowledge that their investments will be frittered away over the next few years? Fear not, Commissioner. As you said just a moment ago, these sums make up less than 20% of State aid. Fear not, Commissioner. You personally stated just now, at the start of your speech, that strict controls would be put in place, and Mr Koterec, whom I congratulate on his high-quality work, stressed that there were indicators such as unemployment levels and so on. Rest assured, Commissioner, that, if the safety net is increased to 25%, the Member States will make good use of the indicators you have put in place, in the interests of Europe and of our fellow citizens."@en1
