"Madam President, perhaps Mr Wise might support an amendment to shift EUR 40 million from the compensation package for UK farmers to the ACP countries to provide us with the EUR 80 million we are asking for in this report. The reform of the sugar regime has caused considerable turmoil in a number of Member States, including my own country, Ireland, but they have been bought off with billions of euros. Whatever dislocation the reform of the sugar industry is causing in the European Union, the impact on ACP countries, and people there who are already poor and barely subsisting, could be catastrophic. Like many others in this House, I am deeply concerned that the financial reference amount of EUR 40 million, earmarked by the Commission for 2006, is grossly inadequate. Commissioner, a promise of more in 2007 is simply that: a promise. It carries no weight whatsoever in this House or anywhere else, given the turmoil the financial perspectives are in at the moment. We must avoid robbing Peter to pay Paul. The money we find for the ACP countries has to be new money. It should be made available immediately and it should be complementary. Our declarations of wanting to make poverty history have to be backed up with actions and with hard cash."@en1
