Enlargement contributes to this positive development. We are therefore voting in favour of Mrs Malmström’s report. We are, however, opposed to the attempt to use the EU’s Neighbourhood and Partnership Instrument for strengthening and developing the common foreign and security policy. Nor do we believe that the instruments should be used for extending the EU’s sphere of interest to areas that cannot be described as its neighbourhood."@en1
