While it is true that, from a legal point of view, discrimination – on whatever grounds – is being comprehensively combated, it is impossible to confirm with any certainty that all discrimination is being prevented and combated on the ground. The Commission believes that a European Year of Equal Opportunities would be a positive step in this regard.
I have never been keen on big events as a way of resolving problems. I have always feared that promoting international years or days for one cause or another might in fact have a detrimental effect, in that they only succeed in offloading ignorance of the problem onto other days and years. There is an increasingly widely held view, however, that there is much to be gained from such initiatives in terms of increased visibility for the cause in question. I believe that the subject of the event dealt with in this report falls into that category and accordingly voted in favour."@en1
