"Mr President, I wish to draw your attention to an episode which took place last week in Miami in the United States and on which I believe that, as a Chamber, we need to take a stand. A 44-year-old American with a history of psychiatric illnesses was flying with his wife from Miami to Orlando. Suddenly, for reasons as yet unknown, he felt the need to leave the aeroplane. He ran off the aeroplane and was followed by a policeman, who shouted at him to stop. When the passenger failed to comply with his orders, he was executed in cold blood in the embarkation area. Eye witnesses say that they heard up to six shots. This is the second execution which has taken place within a few months, following the unfortunate incident involving the Brazilian national in London. We therefore need to ask ourselves if this is the society that we wish to create, where the authorities shoot first and ask questions later. We are creating an unhealthy climate of fear for citizens which will result in unfortunate developments in the future. I therefore believe that, as a Chamber, we need to condemn such action and do our best to ensure that any legislation passed by this plenary is in favour of the citizen and not in favour of the use of violence."@en1
