". Public health measures cost money. They are designed to help a huge range of people, and involve research, prevention and control. In the case of avian influenza, the method of providing financial assistance to cover costs incurred in taking the necessary veterinary measures needs to be updated. There is a possibility of a worldwide pandemic, but some Member States are more at risk than others owing to their location on the migratory flight path of wild birds. If one factors in prevention, in particular regarding the development of monitoring systems, laboratory costs and research into new vaccines, one appreciates the enormity of the financial commitment required. I therefore voted in favour of the report."@en1
