". On matters of international policy and world security, commitments made in statements must be backed up by an ability to act. We cannot be resolute in our remarks, but indecisive when it comes to taking action. In light of the issues raised by the proliferation of weapons of mass destruction, there is a danger that this may become one of those cases in which vehement remarks are not matched by practical policy, especially – and very significantly – at diplomatic level. As I see it, where the EU needs to change is in the clarity of its rhetoric. The widespread perception that the EU does not follow its words through weakens our diplomatic position. I therefore voted in favour of this report, in the hope that its adoption will lead to the Union redoubling its efforts in this area, not in terms of going down the road of military solutions – and certainly not in terms of encouraging such solutions – but rather in terms of being resolute and decisive."@en1
