"Ladies and gentlemen, we are today discussing the outcome of the informal meeting of the European Council at Hampton Court, and not the performance of the six-month British Presidency. I am content with the outcome of Hampton Court. The meeting clearly identified six areas that are crucial to Europe’s survival and success in the globalised world, which included science and research, investment in our universities, energy policy, global security and the common foreign and security policy. Let us take a look at the energy situation, for example. Europe is increasingly dependent, already to the tune of 65%, on one source and that source is in very unstable regions, either former Soviet territories or the Middle East. We therefore need a common energy policy, and a common foreign and security policy, although first and foremost we need money to finance these common policies. At this point, I should like to call on the British Presidency to channel all its efforts into achieving a fair and well-balanced deal at the December summit, not only for the new Member States but also for the old ones. That would be the biggest achievement of the British Presidency, which will be under discussion on 20 December. I believe that the outcome will be a positive one."@en1
