This would make it possible to achieve the Millennium Development Goals (MDGs) by the agreed deadline of 2015. For this to happen, national ODA needs to be increased in the following phases: a 'substantial increase' by 2006, 0.5% of GDP by 2009 and 0.7% of GDP by 2015. In many countries, however, this percentage is calculated taking debt relief into account, meaning that no additional funding is provided, even though this funding is crucial to the achievement of the MDGs. What other elements are included in the calculation of 0.7% and how can a standard calculation basis be established? How can Member States be made legally accountable in this regard?"@en1
