The FLEGT action programme to combat illegal logging focuses mainly on the legal aspects of logging, while largely neglecting sustainable forest management. Yet legal logging in itself affords no guarantee whatsoever of sustainable development of the developing countries concerned, of any improvement in the social situation of local people or protection of biodiversity and the environment. Does the Commission consider that, during the negotiations concerning partnerships under FLEGT, binding conditions should be agreed concerning development aspects (both social and environmental) in order to improve the living conditions of the local population, and is legality a basic precondition for access to the European market rather than an aim of FLEGT in its own right?"@en1
