The short answer to that question is that the Commission is not considering alternatives, for example the envisaged Tobin tax, which is a rather controversial proposal contested by many.
The proposals that the Commission has examined are those that have emerged from discussions amongst our Member States. They are, as I say, subject to staff working papers. They are not currently subject to the initiation of the Commission itself.
Obviously, should a so-called Tobin tax start to be canvassed or promoted by a large number of our Member States, that is no doubt something that the Commission could examine and bring forward views on."@en1
