". The Presidency is fully aware, as the Prime Minister and I have stated on numerous occasions today, of the importance of reaching an agreement on the new Financial Perspective, if we can, by the end of the year. We will work to achieve that. It has just completed a series of bilateral meetings with all Member States and the two accession states in order to determine the basis on which such an agreement might be possible. In the light of these consultations, the Presidency hopes to draw up a proposal, which it intends to submit to the Council. The Prime Minister, Tony Blair, said in his letter to Heads of Government ahead of the informal meeting that will take place tomorrow at Hampton Court, that he believes agreement can and should be reached at the December Council, and that he will make every effort personally to achieve it by then. All of that having been said, as was reaffirmed very powerfully by the turn of events at the June European Council, the ultimate determinant of whether agreement will be reached on the future Financial Perspective rests not on the will of one country – albeit one country holding the Presidency – but on the commitment of all 25 Member States of the European Union to work to secure that consensus."@en1
