Greatly tempting though it would be to answer, both as a Scottish Member of Parliament and as a British Minister, I would respectfully remind myself and this Chamber that I answer today on behalf of the Presidency.
In that context, while I have sympathy with the points made by the Member about the need for these practical difficulties to be addressed, it would seem more appropriate that these matters be brought to the attention of the Commission by the individual Member States acting in their own interests rather than it be, in the first instance, a Presidency matter.
However, on the way forward and on the prospect of action by the European Commission, let me take the opportunity to say that the Commission has indicated an intention to place a consultancy contract, within the next month, for a study of the environmental, regulatory and operational impacts of the inclusion of the burning of waste tallow within the scope of the Waste Incineration Directive. The study will include recommendations to the Commission concerning whether the application of the Waste Incineration Directive’s regulatory controls to the burning of waste tallow is appropriate. These recommendations are expected to be made in the middle of next year."@en1
