The sole purpose of this draft agreement is to ensure that, where a bilateral agreement between a Member State and Azerbaijan exists, such an agreement complies with Community law. Since there is no such bilateral agreement between Cyprus and Azerbaijan, this draft agreement has no bearing on the issue the honourable Member raises relating to flights from Azerbaijan to the area of the Republic of Cyprus in which the Government of the Republic does not exercise effective control."@en1
