These proposals are intended to provide continuity to the negotiations on the Commission’s fresh proposal to make a significant contribution towards meeting the EU’s target under the Kyoto Protocol, as the rapporteur says, by cost-effective mitigation methods. Whilst these measures are insufficient in themselves, they do constitute a contribution, especially the new directive and the regulation currently under discussion. The old models will be phased out gradually and the Member States may promote the installation of air conditioning systems using a gas, such as CO2, that is efficient and has a low global warming potential, as stated in one of the proposals adopted in Parliament and which we supported.
