"Mr President, in this cycle we have set ourselves significant targets: improved employment opportunities, better traffic, a knowledge-based society, strong cohesion, our visible presence in the world. The budget for next year does not support the achievement of these targets, but I truly appreciate the fact that the Council exceeded, even if only slightly, the notorious 1%. Therefore the Committee on Budgets, under the direction of the rapporteur, would increase next year’s payments by four billion, and we would be able to spend an extra 3.7 billion euros on cohesion policy. Even after the acceptance of our proposal we are still well below the earmarked amounts specified in the applicable medium range draft general budget. If in the second round the Council does not support this merely symbolic extra expenditure, it acknowledges that it does not take national development plans seriously, that the new Member States have failed to learn from the mistakes of the first years and that governments who believe they are able to solve their own problems by holding back on the Union are still in the majority. This is a big mistake. The economy of Europe cannot be revived by cutting down on funds spent on the Union, but by a better utilisation of the opportunities provided by the Union. The solution is not less, but more Europe. Therefore I urge you, my fellow Members of the House, to support the proposal presented to us!"@en1
