"Madam President, I have a request to make of you and of this House; it is that we send a letter to the people of Mexico expressing our sympathy. In view of the fact that we have a free trade agreement with that country, and also a special agreement, we should write a letter to the Mexican Government to the effect that we have the utmost sympathy with the Mexican people as they face up to the damage that the hurricane has caused. We should also join with the Commission and the Council in considering the options available under that agreement for providing aid in special circumstances, by which I do not, in this instance, mean financial aid, but aid in its widest sense. I would be most appreciative, Madam President, if you could give me an assurance that such a letter will be written."@en1
