When the European Parliament then increases the figure to EUR 600 million, it is too much. Amendment 29, about strengthening a sense of European citizenship, is an example of the negative Euronationalism that is constantly prevalent in the Committee on Culture and Education. Moreover, the programme is far too burdensome to administer, a factor that cultural workers in all countries are agreed is an obstacle to creative development.
