"The June List chooses to vote against this report because it is another example of how, through own-initiative reports, the European Parliament wishes to provide the EU with new areas of competence. According to the Treaty wording, the EU is not authorised to conduct a specific policy for towns, despite which Mr Beaupuy believes that the European Parliament must stand up for an urban policy at EU level. The report is a typical example of the way in which, through new ‘models’, ‘tools’, ‘dialogues’, ‘working parties’, various aid programmes and, as time goes on, new institutions, the EU gives rise to bureaucracy and supranationalism."@en1
