". What will make us more competitive, more effective and more productive is our ability to research, innovate and create. What will make Europe return to economic growth and development, and this is broadly acknowledged, is a commitment to placing greater value on human resources. To this end, investment in training is the most productive way forward, even if the fruits of this investment will only be seen in the medium to long term. Time is running out for anyone actually to believe that the Lisbon agenda will be fulfilled within the time limit laid down. Not only are we running against the clock, we are also running against logic, and if we insist on doing so, the consequences could be disastrous. Short-, medium- and long-term measures are required if we are to rectify this situation. As I said, investment in training is a medium/long-term measure, and this has the potential to be hugely effective. We must therefore invest in ensuring that we have qualified human resources, given that this is our development model."@en1
