"I would like to talk about Kazakhstan. Although this state is not in Europe, it is very important to the European Union, not in the least because of its oilfields. Cooperation between the European Union and Kazakhstan in this area could greatly reduce the EU’s dependency on the supply of oil and gas from Russia. The domination of any market by one country causes concern and is undesirable. Presidential elections are scheduled to take place in Kazakhstan on 4 December of this year. Moreover, this country aspires to take on the Chairmanship of the OSCE in 2009. However, international human rights organisations report infringements of human rights and liberties there, as well as laws that do not conform to the standards of a democratic state, for example, the Law on Political Parties. I call on the leaders of the European Parliament to send a delegation from the European Parliament to observe the elections and verify that these elections comply with international requirements and standards. This would constitute a ‘litmus test’ for assessment of the results of these Presidential elections and for determination of whether to support Kazakhstan in its drive to take on the Chairmanship of the OSCE.
