"Mr President, the energy system is vital and is of a global dimension. The measures adopted within the European Union to alleviate the effects of rising prices should conform to a coordinated approach and be consistent with our multilateral commitments. We must achieve more transparency and balance in the setting of prices, eliminating speculative behaviour, preventing the abuses by large operators and preventing public actions that create distortion. We must introduce more rationality and efficiency into the global system, preventing energy wastage that we all pay for — the United States use 50% more energy per dollar of GDP than the European Union. We must reduce the disparity of environmental regulations, demonstrated in the United States by the recent hurricanes, urging companies to hold bigger stocks and promoting new investments. We must move towards a new energy model by means of innovation in transport, the development of technologies for decarbonisation and diversification and the development of renewable resources, and also by means of stable and lasting international cooperation."@en1
