I would like to remind you that the blacklist concerned, which, I hope, will come into being early in 2006, will result in companies being banned from operating throughout the territory of the European Union. It is, after all, a very rigorous measure, which means that it will probably have a very dissuasive effect, as companies that do not meet the security standards will know that they risk being put on the blacklist, in other words of being banned from flying over the whole of the European Union. Recent events have shown that, up until now, there were bans issued by national civil aviation authorities that did not apply over the whole territory of the European Union. That was obviously not very reassuring for the people of Europe. However, this step that, I hope, we will take at the beginning of 2006, will give us a guarantee that unreliable companies will feature on the blacklist and will experience all the disadvantages of being banned from flying over the European Union."@en1
