It is clear that this regulation includes an obligation for each Member State to set up an authority capable of investigating requests. However, this regulation is too recent for me to be able to give you an assessment of its implementation today. It goes without saying, Mrs Stihler, that we will ensure that these new provisions on passenger rights can indeed be implemented in practice; I can assure you that we will see to it that, as of 2006, we will be able to make an assessment that will enable us, where appropriate, Madam President, Mrs Stihler, to further strengthen, if need be, the measures taken. I would stress, however, that we are in the early stages of a policy that aims to provide passengers with a guarantee of new rights. You must, of course, give us some time to assess the implementation measures and, perhaps, to strengthen or correct them."@en1
