"Mr President, the introduction of a list of safe countries is a step in the right direction if we are to have a common minimum policy on managing the flow of refugees to Europe. A minimum policy is all it should be, though, for the ultimate powers of decision on the recognition and admission of political refugees should still rest with the Member States. That is why it is necessary for Member States to have the right and option, alongside the European list of safe countries, to use their own lists. The rapporteur vehemently refuses to recognise this possibility, though. This report has, in fact, one goal and one goal only, and that is to undermine the very principle of the list of safe countries. That being the case, it will not come as a surprise to you that my colleagues and I voted against it."@en1
