lpv:spoken text	"Mr President, on 15 September a Russian fighter plane carrying four missiles entered Lithuanian airspace and crashed near the city of Kaunas. It was part of a group of six fighters accompanying a Russian spy plane from St Petersburg to Kaliningrad. It was a most serious incident in a long series of violations of Finnish and Baltic airspace by Russian planes. On the eve of the EU-Russia summit I should like to ask the Commission how systematic violation by Russian planes of the borders of EU Member States can be tallied with the common values upon which the EU-Russia partnership is officially based. Is not the integrity of the EU's eastern border part of our common foreign and security policy? As for Kaliningrad, is it not in the interests of all parties to start to find ways to demilitarise this last vestige of the Cold War in Europe?"@en1
